These data are provided by the statistical departments of various Ministries, for example the Ministry of Higher Education and Research, the Ministry of Education and the Ministries for the Economy and Finance, but also from other organisations such as the Centre for Study and Research in Training and Education Policy, the National Observatory of Student Life, the French National Institute of Statistics and Economic Studies, the Science and Technology Observatory, and the OECD.

This first edition of Higher Education and Research, Facts and Figures is more than a mere inventory of a system: it is designed as an informational tool to be used by all. It illustrates the political and strategic choices made on behalf of the Nation and, in the interests of transparency, it reports on the effectiveness of public policy: democratisation of higher education, success in university studies, outcomes for students, research effort, scientific publications, staff situations, etc.
En 2002 la dépense intérieure de recherche et développement (DIRD) s'établit à 34,5 millards d'euros, la progression en valeur étant de 5% et en volume de 2,7%. La croissance de la dépense intérieure de recherche et développement étant supérieure à celle du PIB, le ratio DIRD/PIB progresse. Les dépenses de recherche et développement dans les entreprises sont en nette progression depuis 1999. Les prévisions pour 2003 marquent une rupture par rapport aux années précédentes, une baisse des dépenses de recherche dans les entreprises étant prévue. Les effectifs dans la recherche progressent ; la part des chercheurs dans le total des emplois continue de croître. La recherche publique est financée à 80% par des dotations budgétaires. La recherche effectuée en entreprise se concentre dans quelques grandes entreprises/groupes et dans quelques branches d'activité. L'automobile reste la première branche de recherche avec 14,6% de la DIRDE. Les treize premiers groupes français dans la recherche représentent à eux seuls la moitié des dépenses de recherche des entreprises.
